What Is SECPTAN?
A network of experts (researchers, consultants, policy makers, and practitioners) on early childhood issues available to help state decision makers (governors and their staff, legislators and their staff, and agency heads) design early childhood policies.
The network exists because state decision makers face awesome challenges in developing public policies. They must balance competing demands for finite resources. They must respond to diverse political pressures with answers that best reflect societal values. They must be good stewards of public resources.
Further, they must do it all under severe time and resource constraints, often with the absence of accessible, credible sources of information to guide them, particularly on early childhood issues.
The State Early Childhood Policy Technical Assistance Network helps state decision makers meet these challenges in designing early childhood policies.
